Android 版 Nextcloud Files 应用的读取和写入访问所有文件类型的权限已于 2011 年授予。 2024 年 9 月，Android 版 Nextcloud 应用的更新毫无预兆地被拒绝。 我们被要求删除所有文件的权限或使用“更注重隐私的替代方案”，例如 Storage Access Framework (SAF) 或 MediaStore API。

尽管我们多次申诉并分享了更多背景信息，但 Google 仍未考虑恢复所有文件的上传。 我们没有进行协作来解决问题，而是只收到相同的复制粘贴答案或文档链接。 我们的 Android 应用拥有近一百万用户和 8 年的历史，很难说我们的 Android 应用没有信誉。 因此，以这种方式对待我们的用户，使我们的用户处于不利地位，这是非常令人惊讶的。
由于我们需要向我们的用户和客户发布错误修复，而且没有其他讨论方式，因此我们选择遵守 Google 的新规定。 Google 最终接受了我们的最新更新，该更新限制了用户的上传。
Android 应用本身仍然可以使用该权限，并且我们在外部 F-Droid 商店发布了新版本。 因此，该限制是一个“纯粹的”Google Play Store 相关问题。
更大的背景：大型科技公司的看门人行为
这可能看起来是一个很小的技术细节，但它显然是一系列打击竞争对手的行动的一部分。 我们正在经历的是大型科技公司剧本中的一部分。
这是一个明确的例子，说明大型科技公司是如何控制较小的软件供应商的，使其竞争对手的产品变得更差，或者无法提供与巨头自己销售的相同服务。 由于他们拥有该平台，他们可以——而且确实——给予自己优惠待遇。
过去一个著名的例子是 Microsoft，它阻止了 Windows 的某些功能，以确保 WordPerfect 用户的体验不如选择 Microsoft Word 的人。 如今，Google 以安全的名义制定规则，使得构建与其竞争的产品变得困难。
我们认为 Google 无法逃脱针对 Apple 或 Microsoft 的这种行为，因为这些公司会进行报复。 但对于较小的公司，尤其是那些构建像我们这样的颠覆性技术的公司，它们是他们公平竞争的对象。

问题在于，像我们这样的小公司几乎没有追索权。 法律诉讼费用太高，而且向欧盟提出投诉需要太长时间。 2021 年，我们与其他约 40 家企业和组织一起，对类似的反竞争行为提出了投诉。 我们现在已经四年了，但什么也没有发生。 您认为一家四年未对其应用发布更新的公司会发生什么情况？
目前的监督流程对于这些价值数十亿美元的公司来说绝对毫无用处。 即使在 2025 年 4 月，根据《数字市场法》(DMA) 对 Meta 和 Apple 的罚款 也低得令人惊讶。 请记住，罚款最高可达公司全球年度总收入的 10%。 虽然分别罚款 2 亿欧元或 5 亿欧元听起来很多，但本可以达到数十亿欧元。 这些大型科技公司几天之内就能赚到这么多钱，所以这简直就是不痛不痒的惩罚。
